Dolphin hunt: 'We must open our eyes'

The Japanese town of Taiji received unwelcome attention when The Cove, a film following its annual dolphin hunt, won an Oscar. Sayuri (not her real name), who worked as a dolphin trainer in Taiji in the 1990s, gives her reaction to the film.

When I saw the film I was deeply shocked. What the movie shows is very similar to my own experience of working as a dolphin trainer in Taiji. Only it went further and showed things that even I hadn't seen.

Before I ever became a dolphin trainer, I had read many books that made me think that keeping dolphins in captivity was bad.

I wondered whether or not I should choose this profession and I decided to temporarily leave the aquarium that I was working at. I set out for Japan's Ogasawara Islands to meet some wild dolphins.

I was literally blown away when I first saw wild dolphins. Those dolphins were smiling, they were happy. They had an agility that the dolphins in aquariums just didn't have.

I became worried about the dolphins that I had left behind in the aquarium. I wanted to protect them, to make their lives just a little happier. And so I became a trainer of captive dolphins.

I did my best as a dolphin trainer to devise ways to let the dolphins enjoy their time in the pools by teaching them tricks and trying to give them incentives to have fun.

I used to go to that same cove - the one in the film - every time fishermen would capture a group of bottlenose dolphins. My job was to see if there were any dolphins suitable for captivity in an aquarium.

Once we'd selected a few, we used to separate them into a selection pool and get them onto tanker boats. It was a tremendous sight. It was always a fight for time so we had to move as quickly as possible.

I knew that the dolphins that were not selected for the aquarium would be killed and their meat sold for food. I was constantly at a loss for words about how that made me feel.

All I could see was that a rope was tied around the fin and they were taken away. What I didn't know was that they get trapped in a small cove and killed in such a violent way, that the ocean would turn red from their blood.

There was one time when I went to the cove every day. It was when a family of killer whales was chosen for the aquarium.

They were anxiously swimming around and with each passing day, the big dorsal fin of the leader of the group would turn over on its side and it would look up with such a sad expression.

I often had the impulse to cut the rope that secured the nets, but I didn't have the courage.

'Profitable business'

After I finally left the profession, I travelled around the world to see wild dolphins.

When I was in New Zealand, I was on a bus with people who were organising a petition against dolphin and whale hunting in Japan. I was the only Japanese person on the bus and I felt extremely embarrassed at the time.

I think it is about time that we Japanese people open our eyes to what we are doing and what the rest of the world is asking of us.

I know that whale meat was a common staple a long time ago. It was common in school lunches until the 1970s, for example.

I have heard that there are many places outside Taiji where you can eat whale meat, but I believe it is a seasonal product and I have not often seen it.

Additionally, restaurants that serve whale meat tend to be extremely expensive, so only a very small number of people who have a particular desire for the "best" whale meat go there.

The selling and eating of dolphin meat in Japan is limited to a small number of people. Most people in Japan have no idea that dolphins are being killed for meat. People don't come across such information in their everyday lives, so they simply do not know about it.

There are people who talk about the hunting being part of our culture. But our culture doesn't have to be such a terrible culture. There is no longer a necessity for dolphin hunting and the people who are doing it now are simply doing it for profit.

I have seen myself fisherman rejoicing over news that a group of killer whales was caught and that a lot of money would be coming in.

It is just a small group of hard-headed men who continue the practice of dolphin hunting with the excuse of protecting our culture.

Foreigners would often come to Taiji to buy dolphins and I remember them saying that Taiji was the only place in the world where they were able to buy dolphins so easily.

I'm sure that if the dolphin hunting at Taiji were to stop, the captivity of dolphins in aquariums around the world would go down.

I wish that The Cove could be seen by as many Japanese people as possible so that they would understand what is really going on.

I hope dolphin hunting can finally be stopped and peace brought back to the lives of the dolphins.

The International Whaling Commission (IWC) has published draft proposals for regulating whaling for the next decade.

Japan's Antarctic whale hunt would fall in stages to less than a quarter of its current size. But hunting would continue on the endangered fin whale.

The draft is the latest stage in a two-year process aiming to find compromise between pro- and anti-whaling camps.

It will be debated at the IWC's annual meeting in June. Some conservation groups have already condemned it.

Commercial whaling was banned globally in 1982, but Iceland, Japan and Norway continue to hunt under various exemptions, collectively targeting more than 2,000 whales each year.

"If an agreement is reached, this represents a great step forward in terms of the conservation of whales and the management of whaling," said IWC chairman Cristian Maquieira.

"For the first time since the adoption of the commercial whaling moratorium, we will have strict, enforceable limits on all whaling operations.

"As a result, several thousand less whales will be killed over the period of the agreement."

Seeking sanctuary

Key countries, including the US and Japan, have limited comments to saying they will consider the draft proposal carefully.

But some conservation and animal welfare groups have already indicated opposition.

"The fact that this proposal is even being discussed shows just how far out of touch the IWC is with modern values," said Claire Bass, manager of the Marine Mammal Programme at the World Society for the Protection of Animals (WSPA).

"It is entirely missing the point that blasting conscious animals with exploding harpoons is grossly inhumane."

However, others argue that the aim of completely banning whaling is unrealistic, and that a major down-scaling, combined with bringing it under international oversight, is a worthwhile compromise.

But the inclusion of fin whales and the continuation of hunting in the Southern Ocean - which has been declared a whale sanctuary - are points of concern.

"There are some positive elements here, but there are some unacceptable provisions too," said Sue Lieberman, director of international policy with the Pew Environment Group.

"This allows whaling by Japan to continue in the Southern Ocean - and the Southern Ocean Sanctuary should be set in stone."

Quota cuts

Japan currently targets about 930 minke whales and 50 fins in each Antarctic season, though in recent years it has actually caught a lot fewer owing to skirmishes with ships of the Sea Shepherd Conservation Society and to a fire on the factory ship Nisshin Maru.

The draft envisages the annual Antarctic minke catch falling to 400 immediately, then to 200 in the 2015/16 season.

The fin whale quota would be set at 10 now, falling to five in 2013/4.

A demand that Japan has made regularly for several years - that it be allocated a commercial or quasi-commercial minke whale quota in the North Pacific waters around its coasts - would be granted, with 120 of the animals targeted each year.

Iceland - which last year mounted a major escalation in its fin whale hunt, catching 125 - would be allocated an annual quota of 80 fins and 80 minkes, which is considerably less than it has been demanding.

Norway's annual quota would be set at 600 minkes, and no other country would be permitted to start hunting - a clause that has aroused the ire of South Korea.

It is clear that the big players are still some way apart on key issues, including whether international trade should be permitted during the 10-year period.

Permitting it is a key demand of Iceland, which sees a potentially big export market in Japan. But conservation groups and anti-whaling nations are equally adamant that it must be stopped.

International trade in whalemeat is banned, but Iceland, Japan and Norway have registered exemptions to the UN wildlife trade convention for some whale species.

If adopted at the June IWC meeting, the "peace package" would set terms for the next 10 years, with a review after five.

Initial quotas could be amended downwards if scientific assessments indicated the necessity.

Governments would agree not to set quotas unilaterally, and to keep all hunting within the control of the IWC, effectively suspending the current measures of "scientific" whaling or hunting "under objection".

Whaling nations would have to agree to a monitoring regime involving observers on boats and a DNA register designed to keep illegal whalemeat out of the market.

Whaling by indigenous groups would not be affected.

日本東京三間大型戲院決定取消放映本年奧斯卡最佳紀錄片《海豚灣》,令電影在東京的所有上映計劃告吹。

共同社引述有關人士透露,由於接到抗議電話和發生抗議活動,營運公司認為放映此片可能對戲院及周圍的地方造成困擾。

《海豚灣》採用偷拍手法,紀錄和歌山縣太地町捕殺海豚的情況,其中有漁民用棍棒,刺殺海豚的血腥畫面。參演電影的奧巴瑞批評,部分過激人士剝奪了大衆觀看電影的權利,是威脅民主的行為。

20 多名本港及外籍海洋保育人士在昨日世界海豚日,到日本駐港總領事館抗議,要求日本禁止漁民濫殺海豚、珍惜海洋資源。保育組織批評日本漁民恣意屠殺海豚,把虐殺動物視為娛樂,是不人道。他們又批評日本漁民聲稱屠殺海豚是要保護其他魚獲,避免牠們被海豚進食,說法不合邏輯。

血色海灣 200 海豚等死

2010 年奧斯卡最佳紀錄片《海豚灣》(台譯《血色海灣》)揭日本和歌山縣漁民殘忍手法集體捕殺樽鼻海豚。即使今年有國際壓力下,漁民仍把逾 200 海豚「囚禁」淺水區,預備今日「血染海灣」。

美國保育組織「海洋守護協會」上周五發放於和歌山縣太地町直擊的相片及片段,發現當地漁夫分五批把 250 條樽鼻海豚趕進隱秘的海灣淺水區,包括一條值逾千萬港元的罕有白化樽鼻海豚,全部以魚網圍困。

25 條海豚送往水族館

漁民已困起海豚達四日,近三日已有 51 條被帶走,當中較「健康」的 25 條早於上周六被賣給水族館或主題公園展出或表演,其間一條於運送時暴斃。他們估計近日被帶走的 26 條,及仍於海灣的 200 條海豚,均會於今日被漁民以長矛和利刃砍殺,割為海豚肉出售,年幼海豚將被放生。組織批評等同「血腥大屠殺」海豚,又批評漁民以集體敲擊金屬等方式把海豚驅趕入水域,容易令牠們受傷死亡,被放生的年幼海豚亦面對自生自滅,行為毫不人道。

事件引發國際傳媒和網民關注,美國駐日本大使、已故總統甘迺迪女兒卡羅琳稱:「我對和歌山縣漁民這種毫無人性行為表達嚴重關注,美國政府表明反對。」著名樂隊披頭四成員、約翰連儂的日本籍遺孀小野洋子亦要求停止有關行為:「在這政治敏感的時間,屠殺海豚將令全世界的兒童厭惡日本人。日本用了數十年時間才獲世界接受,但一夜間即可再度破滅。」
辯稱傳統 町長批「屠夫」論不公

太地町漁民辯稱這是他們傳統文化,町長三軒一高反擊批評他們是「屠夫」的言論偏頗不公平:「圍捕海豚是和歌山縣自 17 世紀已存在,漁民在政府監督下遵照傳統方式合法捕魚,今後仍會繼續進行,沒理由批評他們。」日本網民亦反擊質疑:「這種傳統捕法在美國立國前已存在,難道美國人吃牛肉羊肉又符合人道嗎?」

太地町以往是日本著名捕鯨地,但自國際捕鯨委員會於 1986 年下令禁止商業捕鯨,漁民均改可賣高價的海豚肉主意。

海豚九月至三月隨季節遷徙游經太地町,年約有 2.3 萬被捕殺,約是日本每年捕殺南極地區鯨魚總數的三倍,並差不多等於全日本捕殺海豚的數量。現時全球海豚數量已跌至約逾 600 萬。

借傳統賺大錢 海豚每條可售數百萬

香港海豚保育學會會長洪家耀說:「日本並無法例指不容許這種捕殺海豚的行為。他們視捕捉海豚為一宗生意,選取外形漂亮、沒有傷疤的海豚賣往國外賺錢,一條市值達數百萬港元。」他估計日本一年賣逾百條海豚。

洪又指,每年九至三月都是日本人捕捉海豚的季節,而這次捕獲數量為歷來最大批。

海豚被捕後會進行大屠殺或送往日本本地及海外的水族館售賣,出口售賣地最主要是中國,一旦有海豚因飼養不善而死亡,便會再「入貨」。

有指日本人將捕殺海豚視為傳統習俗,世世代代如是,但洪認為這是「掩眼法」,海豚肉含重金屬,當地人吃的海豚不多,他更說:「這個所謂的文化傳統(捕殺海豚),基本上大部分日本人都不知道。」

屠殺海豚的行動都是隱蔽性地進行

日本和歌山縣太地町圍殺海豚的傳統漁法遭批不人道,連美國駐日大使卡洛琳.甘迺迪日前都推文批評。和歌山縣知事仁(土反)吉伸 21 日在記者會上反駁說:「飲食文化大家都不同,也有忌吃牛、豬的地方。除非全世界都沒有資源了,否則不是該認同對方的立場嗎?」

太地町一名未具名的地方官員則說,太地町是個鄉下小鎮,沒有其他重大產業,漁民得靠獵捕維持生計,卡洛琳應親自走一趟,看看當地漁民是如何以「人道方式」獵捕海豚的。另一太地町官員說:「我們已改採更為人道的宰殺方法,砍斷海豚的脊柱,這樣牠們就不會大量流血。」

仁(土反)知事表示:「我們奪取牛、豬等動物的生命而活,無視肉品處理場,只說殺海豚和鯨魚殘酷,是不合邏輯的」,「日本人以重視稀有資源為傲。(我們)並沒有採用濫捕使資源消失的捕魚法,太地町用盡海豚的所有部位(絲毫沒有浪費),也一直持續著感謝大自然恩惠的文化,希望能全面性地理解。」

太地町用傳統的圍捕漁法捕小型鯨類。對此仁(土反)知事說,海豚類並不在國際限制範圍內。太地町町長三軒一高也強調,當地的漁民只是在行使漁業權,並非獵捕瀕臨絕種危機的動物。

「海洋守護者協會」過去曾公開海豚被圍捕時,血水把海水染紅的影像,但當地漁會的負責人表示,現在採用的是盡量不讓海豚感到痛苦,花較長時間圍捕到陸上再處理的方式。

江戶時代以前的日本人是不吃四隻腳動物的,當時鯨魚等是極為珍貴的蛋白質來源,因此日本自古就有吃鯨魚、海豚的習慣,歷史文獻上也有相關的記載。

「天使」被捉 母豚傷心自殺

逾百條樽鼻海豚前日於日本和歌山縣「血色海灣」被屠殺或賣到水族館,引發國際聲討。當中一條被擒的罕見白化幼海豚與母豚被迫骨肉分離,母豚未有再浮出水面換氣,保育組織相信牠因傷心過度自殺。

美國保育組織海洋守護協會指,漁民前日已屠殺 41 條海豚,放生 130 條海豚讓牠們自生自滅,及選出 52 條海豚轉售至當地水族館或其他買家;其中身價達千萬港元、環保人士稱為「天使」的白化幼海豚,亦被漁民運走。

海豚本是群體動物,常與家人為伴。協會表示,有義工目擊「天使」母親在骨肉被擒後,反覆跳出海面,又潛入海底尋找,在沒有發現下,最終潛入海底,並無再浮出海面呼吸換氣,相信牠「不堪骨肉分離而自殺」。

血洗海灣後 日漁民續捕獵

前海豚訓練員巴利也認為,「天使」母親是難抵這痛苦折磨,選擇結束生命:「海豚被困足已令牠們極度恐慌,但都不及要奪走牠們的骨肉。」他指過去曾有人工飼養海豚被困出現情緒問題,結果將頭撞向飼養池,或拒浮上水面呼吸自殺。至於太地町漁民無視國際反對,昨繼續出海捕獵樽鼻海豚,但未有收穫。美國國務院副發言人哈夫周二表示,對日本圍捕海豚表示關注,並透露美方已直接向日本政府傳達有關信息。

安倍晉三稱圍捕海豚是自古傳承做法

日本首相安倍晉三接受美國有線新聞網訪問時就日本圍捕海豚辯護,說這是自古傳承的做法,希望外界理解,漁民也是為生活而捕。

和歌山縣太地町每年都會把海豚從離岸較遠的海域趕入海灣圍捕。美駐日大使卡羅琳甘迺迪在社交網站批評日本圍捕海豚不人道。

安倍解釋,每個國家和地區都有祖輩傳下來的不同生活方式、習慣和文化,理應受到尊重,但同時也知道存在各種批評。安倍又說,這種捕獲方式有嚴格管理。

日本政府正式決定,在西北太平洋繼續從事捕鯨調查活動,但會減少捕殺數量。

雖然國際法庭上月底裁定,日本在南極海域的捕鯨違反《全球禁止捕鯨公約》,但日本政府認為,西北太平洋不屬於國際法庭裁決的直接對象,縮小捕殺的規模就沒有問題,可以將反捕鯨國的批評控制在最小限度,並為將來重開商業捕鯨收集必要的數據。

反對捕鯨團體一直指責,日本以科研為藉口,實際上是從事商業捕鯨。

日本動物園水族館協會宣布,禁止會員購買被圍捕的海豚。

世界動物園水族館協會批評日本的圍捕海豚方式太殘酷,必須停止,上月宣布若日本方面不改善,將在明日限期前取消其會員資格。

日本很多水族館的海豚,都是來自和歌山太地町,當地每年都按傳統大規模圍捕海豚,部份用作食用,部份賣給水族館。

協會決定或者會令小型水族館面臨結業,因為他們基於財力,只能向太地町購買海豚。

電影血色海灣震撼人心,海豚遭殘酷獵捕令人不捨。然而報導指出,日本獵捕海豚並非單一國家問題,而是與全球商業活動有關。數據顯示,日本捉到的海豚有半數銷往國外,其中又以中國為最大買家。

世界動物園暨水族館協會(WAZA),日前便因為日本的動物園和水族館購買和歌山縣太地町圍捕的海豚,以取得來源違反倫理規範為由,停止會員資格,若未改善將予以除名。後來是日本動物園暨水族館協會(JAZA)開會決議不再向太地町採購海豚,才化解除名危機。

《共同網》報導,太地町允許捕捉的鯨類為寬吻海豚、太平洋短吻海豚、灰海豚等 7 種。日本「水產綜合研究中心」統計資料顯示,上述鯨類在 2009 年 9 月至 2014 年 8 月期間的活體銷售共達 760 隻。同一時期鯨類等活體出口共計 354 隻。出口目的地涵蓋了 12 個國家,包括向中國出口 216 隻、烏克蘭 36 隻、韓國 35 隻、俄羅斯 15 隻、美國 1 隻等。

報導表示,最近 5 年來出口到中國的海豚超過 200 隻。為何中國需要購買這麼多海豚呢?原因為中國的水族館數量大量增加,故需求提升。此外僅有 2 家水族館加入 WAZA。

除咗香港代表,《海豚灣》嘅主演者、積極推動保護海豚計劃嘅 Richard O'Barry 都畀警察拉咗,理由係佢冇帶護照喺身。當地消息話 O'Barry 有可能被遞解出境,仲可能以後冇得踏足日本,聽講目前只有十幾名保育人士順利去到日本。

Japan to resume whaling in Antarctic despite court ruling

Japan has announced it will resume whaling in the Antarctic early next year after a break of more than a year.

The decision comes despite an International Court of Justice (ICJ) ruling that Japan cease all whaling.

The Japanese government says it has taken into account the court ruling and its "scientific" whaling programme will be much smaller.

But the announcement has been condemned by environmental groups and the Australian and UK governments.

"We do not accept in any way, shape or form the concept of killing whales for so-called 'scientific research'," said Australian Environment Minister Greg Hunt.

"We are deeply disappointed with Japan's decision to restart whaling in the Southern Ocean," said the UK environment ministry, Defra. "This undermines the global ban on commercial whaling which the UK strongly supports."

Japan's whaling fleet could set sail again within weeks and head for the Southern Ocean, says the BBC's Rupert Wingfield Hayes in Tokyo.

Under Japan's revised plan, it will reduce the number of minke whales caught each year by two thirds to 333.

The Japanese authorities believe their plan is scientifically reasonable but it is unlikely to placate opponents, in particular the Australian government.

"Japan cannot unilaterally decide whether it has adequately addressed" scientists' questions, Mr Hunt was quoted as saying.

'Sentimental' critics

In 2014 Australia won a case against Japan in the international court of justice in the Netherlands.

The court ruled that Japan's "scientific" whaling program was not scientific at all - and ordered Tokyo to recall its fleet.

Crucially, the ruling stated that it did not believe it was necessary for Japan to kill whales in order to study them, our correspondent says.

Japan started its whaling programme in 1987, a year after an international moratorium was enacted.

It accuses critics of being sentimental about whales and disregarding scientific evidence about the sustainability of whaling.

The ICJ says Japan has caught some 3,600 minke whales since its current programme began in 2005.
