網路禮儀出自有「網路禮儀導師」稱譽的 Virginia Shea 女士之手。
在「網路禮儀十戒」當中，Virginia Shea 特別列出了與網路生活息息相關的十條基本規則*。Virginia 女士認為，在虛擬的網路世界中，人際的交流少了時間、空間的隔閡，但是只靠文字來傳遞訊息的結果，因為少了面對面溝通的肢體語言和聲音表情，無形中更容易引發誤會或爭執。所以為了儘可能減少紛爭，在使用網路時，應多參照「網路禮儀十戒」相關所述，時時站在別人的立場思考，將心比心，尊重其他使用者的權益，才是個優秀網路公民該有的作為。
